Regular School Board Meeting

June 26, 2017

The Pledge of Allegiance was recited by all present.

The regular meeting of the School Board of Independent School District No. 544 was held in the Otter

Community Room at Kennedy Secondary School. Chair Melanie Cole called the meeting to order at 7:15

am. The following members were present: Melanie Cole, Blaine Danielson, Melissa Hermes, Natalie

Knutson, Matthew Lemke, and Stephen Vigesaa. Jerry Ness, superintendent, Mark Masten, business

manager and Elaine Jahnke, personnel manager were also present.

Blaine Danielson, clerk, established a quorum.

Blaine Danielson made a motion to approve the agenda with modifications. The motion was seconded

by Natalie Knutson and carried unanimously.

Chair Melanie Cole extended a special thank you to Grace United Methodist Church for their $100

donation towards the Otter Angel Account; and to Northern Lakes Dental for their $300 donation towards

our Modern Manufacturing Learning Lab at Roosevelt Education Center.

Supt. Jerry Ness presented his report, along with a summer buildings and grounds update from

Business Manager Mark Masten.

General Consent Items:

The following consent agenda was presented for approval:

1. Minutes from June 12, 2017 School Board meeting.

2. Personnel:

Support Staff Resignations:

• Marlene Hauge, noon-hour supervisor, effective end of 2016-17 school year

• Tony Cantrell, noon-hour/ISS/bus supervisor, effective end of 2016-17 school year

Support Staff Hires:

• Patsy Dow, special education paraprofessional, effective 8/17/17

• Angie Julsrud, special education paraprofessional, effective 8/17/17

• Melissa Erlandsen, special education paraprofessional, effective 8/17/17

• Hope Sapp, special education paraprofessional, effective 8/17/17

• Robert Henderson, special education paraprofessional, effective 8/17/17

• Tony Cantrell, para educator, effective 8/29/17

3. Grade Level change for Curriculum Secretary – Job Description #213, change from Grade 5 to

Grade 6; due to increased testing, curriculum and state reporting responsibilities-effective 7/1/17

Matthew Lemke moved to approve the consent agenda. The motion was seconded by Blaine

Danielson and carried unanimously.

Old Business:

1. Matthew Lemke moved to approve the Financial Budget for FY18. The motion was seconded by

Natalie Knutson and carried unanimously.

2. Blaine Danielson moved to approve the 2017-2018 Fergus Falls Public Schools’ K-12 Student/Parent

Handbook; and the 2017-2018 iQ Academy (Fergus Falls Public Schools) K-12 Student/Parent

Handbook. The motion was seconded by Melissa Hermes and carried unanimously.

New Business:

1. Melanie Cole moved to approve an Invitation for Quotes for milk and related products. The motion

was seconded by Matthew Lemke and carried unanimously.

2. Stephen Vigesaa offered the following resolution and moved for its adoption:

RESOLUTION ESTABLISHING DATES FOR FILING AFFIDAVITS OF CANDIDACY

BE IT RESOLVED by the School Board of Independent School District No. 544, State of Minnesota, as

follows:

1. The period for filing affidavits of candidacy for the office of school board member of Independent

School District No. 544 shall begin on August 1, 2017 and shall close on August 15, 2017. An

affidavit of candidacy must be filed in the office of the school district clerk and the $2 filing fee paid

prior to 5:00 o’clock p.m. on August 15, 2017.

2. The clerk is hereby authorized and directed to cause notice of said filing dates to be published in

the official newspaper of the district, at least two (2) weeks prior to the first day to file affidavits of

candidacy.

3. The clerk is hereby authorized and directed to cause notice of said filing dates to be posted at the

administrative offices of the school district at least ten (10) days prior to the first day to file affidavits

of candidacy.

4. The notice of said filing dates shall be in substantially the following form:

INDEPENDENT SCHOOL DISTRICT NO. 544

FERGUS FALLS PUBLIC SCHOOLS

STATE OF MINNESOTA

NOTICE IS HEREBY GIVEN that the period for filing affidavits of candidacy for the office of

school board member of Independent School District No. 544 shall begin on August 1, 2017, and

shall close at 5:00 o’clock p.m. on August 15, 2017.

The special election shall be held on Tuesday, November 7, 2017. At that election, one member

will be elected to the School Board for a term expiring Jan. 1, 2019.

Affidavits of Candidacy are available from the school district clerk, Kennedy Secondary School –

601 Randolph Avenue, Fergus Falls MN 56537. The filing fee for this office is $2. A candidate for this

office must be an eligible voter, must be 21 years of age or more on assuming office, must have been

a resident of the school district from which the candidate seeks election for thirty (30) days before the

general election, and must have no other affidavit on file for any other office at the same primary or

next ensuing general election.

The affidavits of candidacy must be filed in the office of the school district clerk and the filing fee

paid prior to 5:00 o’clock p.m. on August 15, 2017.

The motion was seconded by Matthew Lemke and upon roll call vote being taken, the following voted

in favor thereof: Melanie Cole, Blaine Danielson, Melissa Hermes, Natalie Knutson, Matthew Lemke,

and Stephen Vigesaa

and the following voted against the same;

None.

Whereupon said motion was declared duly passed and the resolution adopted.

The next regular School Board meeting will be held at 7:15 am Monday, July 17, 2017 in the Otter

Community Room at the Kennedy Secondary School, with a board retreat following.

Blaine Danielson made a motion to adjourn the meeting at 7:32 am. The motion was seconded by

Melissa Hermes and carried unanimously.
